Google is now updating its pr & algorithm mostly to Eliminated paid links.

also google focus more and more about relevancy and start to monitor and filter if your site have only few links back from hi pr (1-3 links), and moved them to human review.

also your link back are not relevant to your site they starting to devalue them.
